There are at least three references that I can find, and probably more. Both movies are about a group of friends going on a quest, and feature a likeable fraud of an old man in the end.
The first is during the barnburning sequence. Everett shouts out, "Careful with that fire, boys!" in a silly highpitched voice. He's doing his imitation of Margaret Hamilton as she cackles "Careful with that fire, Scarecrow!"
The second one is more conceptual. In O Brother it occurs right after Everett tells Pete and Delmar there is no treasure. They get to scuffling and break it off to peer over some bushes, lit very red, at a weird firelit chanting group of evil folks in costumes. In The Wizard of Oz the group scuffles, breaks off, peers over bushes, lit red, chanting evil, costumes. In both films, the group quickly puts aside their differences, knocks three evil folks over the head, drags them into the bushes and steals their costumes to infiltrate the evil group to save a hostage.
Are there more that I've missed? The trivia geeks over at the IMDB point out that during Pappy O'Daniel's speech he says that the Soggy Bottom Boys will rule the land, as does The Wizard at the end of that film.
